Abstract This article analyzes the dynamics of political communication on the southern border of the Portuguese territory and the Brazilian Empire, between the 1810s and the beginning of the 1830s, with the captaincy/province of Santa Catarina as a backdrop. The objective is to understand the relationship between the conflicts and the circulation of information, both those directly related to warlike actions and those referring to the conflicting political projects that marked that period. Thus, it was possible to perceive that, in the case of Santa Catarina, several individuals who circulated through the region participated in this process, circumscribed to the territorial dynamics referring to the Atlantic space and the interior of the territory that would become Santa Catarina and, consequently, Brazilian. Documents exchanged between the authorities responsible for deliberating military actions in the province are used as sources, safeguarded in the National Archive of Rio de Janeiro (ANRJ), in the Army Historical Archive (RJ), and in the Public Archive of the State of Santa Catarina (APESC), as well as contemporary reports.

Resumo Este artigo analisa a dinâmica da comunicação política na fronteira meridional do território lusitano e do Império brasileiro entre a década de 1810 e o início da década de 1830, tendo como cenário a capitania/província de Santa Catarina. Objetiva-se compreender a relação entre os conflitos e a circulação de informações tanto aquelas diretamente relacionadas às ações bélicas quanto aos projetos políticos conflitantes que marcaram aquele período. Assim, foi possível perceber que, para o caso de Santa Catarina, participaram desse processo diversos indivíduos que circulavam pela região, circunscritos à dinâmica territorial referente ao espaço atlântico e ao interior do território que se tornaria catarinense e, consequentemente, brasileiro. Como fontes são utilizados documentos trocados entre as autoridades responsáveis por deliberar as ações militares na província, salvaguardados no Arquivo Nacional do Rio de Janeiro (ANRJ), no Arquivo Histórico do Exército (RJ), e no Arquivo Público do Estado de Santa Catarina (APESC), além de relatos contemporâneos.

Abstract This article analyzes the content of the defense project for the province of Santa Catarina, written on November 16, 1822 by the Commander of Arms of this province, the engineer Aureliano de Souza e Oliveira. By doing so, the strict content itself was extrapolated, and it was possible to understand the military, territorial and political dynamics in which this project was created, so being able to observe its ways of implementation and limitations. Thus, this article aims to understand, from a specific case, the context of the southern border during the most critical moments of the military dispute that, although not generalized, marked the rupture between the two sides of the United Kingdom of Portugal, Brazil and Algarves. In the end, it is concluded that the effective defense responded to conjunctural imperatives and was limited to needs for which the province did not have an immediate solution.

Resumo Este artigo analisa o conteúdo do projeto de defesa da província de Santa Catarina, elaborado em 16 de novembro de 1822 pelo seu Comandante das Armas, o engenheiro Aureliano de Souza e Oliveira. Ao fazer isso, extrapolou-se o conteúdo estrito do próprio projeto, e foi possível compreender a dinâmica militar, territorial e política na qual foi elaborado, podendo-se observar suas vias de concretização e limitações. Assim, este trabalho tem por objetivo compreender, a partir de um caso em específico, o contexto da fronteira meridional durante os momentos mais críticos da disputa militar que, ainda que não generalizada, marcou a ruptura entre os dois lados do Reino Unido de Portugal, Brasil e Algarves. Ao final, conclui-se que a defesa efetiva respondia a imperativos conjunturais e estava circunscrita a necessidades perante as quais a província não possuía uma solução imediata.

RESUMO O presente artigo analisa a inserção da capitania/província de Santa Catarina no contexto platino durante o processo de independência do Brasil, marcadamente entre a chegada da família real e a primeira metade da década de 1820. O argumento desenvolvido é o de que existiu um bloco regional de províncias, sustentado por similaridades sociais, econômicas e políticas que interligavam o destino das diferentes unidades políticas provinciais no sul da América portuguesa. Frisa-se que Santa Catarina sentiu os reflexos das contendas luso-americanas ao sul do continente americano, que acabaram por criar uma dinâmica específica de circulação de pessoas e de informações nas áreas quase intermitentemente em disputa. Para isso, foram consultados documentos oficiais, bem como memórias e outros documentos oficiosos que permitem uma abordagem do processo de independência brasileira a partir do viés da História Militar.

ABSTRACT This article analyzes the insertion of the captaincy/province of Santa Catarina in the Platine context during the Brazilian independence process, notably between the arrival of the royal family and the first half of the 1820s. The argument developed is that a regional block of provinces was supported by social, economic, and political similarities that linked the fate of the different provincial political units in the south of Portuguese America. It should be noted that Santa Catarina felt the reflexes of the Luso-American disputes in the south of the American continent, which created a specific dynamic of the circulation of people and information in the areas almost intermittently in dispute. For this, official documents were consulted, as well as memories and other unofficial documents that allow an approach to the Brazilian independence process from the perspective of Military History.
